This officer is wearing both shoulder straps and dress epaulets simultaneously as was done before the war. The artillery insignia on his slouch hat is hard to make out, but a pencil ID on the reverse says this is a 1st Lieutenant in the 3rd Pennsylvania Heavy Artillery, stationed at Fortress Monroe, Virginia.
