The badge the photo of an Army officer, most likely an ordnance inspector assigned to the Buffalo Arms plant.
One of the early government contracts awarded to the Buffalo Arms Corporation, was making the Model 1919 .30 Caliber Machine gun for aircraft use, and later to include those needed for ground forces. They also produced the bolt’s for M2 Submachine guns, etc.
This badge, identical to the employee work force (blue enameled rims) is trimmed in white. The photograph within the plastic protective cover is an Army officer, most likely an ordnance officer inspection the production of materiel as it cam off the assembly line. An Army & Navy “E “(for excellence) Award logo is at the bottom.
