This is a past commander’s jewel for a local post commander. Local posts had blue ribbons (flag ribbons). Bronze metal badge with the USWV cross within a round wreath. The rank bar on the ribbon represents a post commander no a colonel.
Some fading to the ribbon, otherwise finish and condition is very good. Come in the original case.
