Cabinet Photo of Colonel James T. Soutter, C-1900. Staff of C-I-C MVM. A fine photo of Col. Soutter, near his retirement as full Colonel, and on the staff (A.I.G.)of the Mass Militia Commander-In- Chief.  Photo image measures approx 4 x 5.5 inches on gray mount. Signed at the bottom on mount. He wears the Mass long service medal, and two early MVM Marksman badges.

Col. Soutter, began his service in 1884, with the 1st Corps of Cadets, Boston, 6th Regiment and adjutant in 1893, Col. and A.I. G. on CIC staff to 1903.
