1874 Pattern Army Officer’s Belt Plate- WWII Era.  See American Military Belt Plates, Page 545, plate 920.  Gilt plate with applied gilt eagle and silver wreath, stars, etc.  Held in place by the use of gilt wire. The reference mentions that this type buckle was listed as a standard stock item from Horstmann Company in 1940.
