Maryland Officer In Shell Jacket.
A pencil notation on the back states this is “Capt Bailey.” Frederick, Maryland backmark. He is wearing a shell jacket with straps that appear to be infantry. If the old pencil ID is correct this would be William A. Bailey, 1st Lieutenant of the 1st Eastern Shore Maryland Infantry. The lower ID is my handwriting- this being the only Bailey from Maryland who achieved officer rank.
