CDV Of U.S. Engineer Officer In Full Dress. Note the wearing of rank insignia on the collar; not often seen in photographs this of era.  Circa mid 1870s.

This officer is quite possibly (but not certain) William Roscoe Livermore.  I have just acquired a lot of West Point images and I have a few other of him listed privately.  I know he was active at one point in his career in mapping the Great Lakes, and this was in the time that corresponds to having this photo taken in Buffalo.
