General Orders No. 15 – U.S. Forces, Key West And Tortugas, Ft. Taylor, Florida, 1863.  The climate, and conditions of the Tortugas, around the forts of that part of Florida, created a good deal of health problems for troops there during the war, and these Quarantine Regulations were issued to reduce cases of Yellow Fever, Small Pox, Cholera, and other infectious disease.

Each master or pilot of every vessel coming into the Port of Key West was required to raise a flag and await a visit from the Health Officer; in this case, Surgeon Elisha W. Bailey, of the 47th Pennsylvania Volunteers. The document continues with other requirements of ships coming into the port.  Issued by Command of Col. T.H. Good.  A further note states regulation will be strictly observed, etc, and signed by Theodorus Bailey, Act’g Rear Admiral, Commanding E.G.B. [East Gulf Blockading] Squadron.

On the reverse are addition circulars relating to this matter, with lated date to April 30, 1863.
