CDV – Brigadier General John G. Foster.
Foster was a career army officer, who commanded the Department of North Carolina during the Civil War. At the beginning of the war, he was in command at Fort Moultrie, S.C., and transferred to Fort Sumter, as second in command to Major Robert Anderson during the battle of Fort Sumter.
