Most likely an unissued saber with nickeled scabbard for Indian War era use.

Description
The saber is the 1860 model light cavalry saber made by C. Roby, West Chelmsford, Mass, and dated 1864, with “U.S.” and inspector “A.G.M.” stamps. The pommel and drag are stamped with the sub-inspector marks, “M” (pommel), and “JM” on the drag.
The 35 inch blade has nearly 90 plus percent of the original polish, and white buff washer. The hilt has an untouched patina to the brass.
The grip leather shows signs of dryness with some flaking, which has been stabilized. There is some discoloration, but still retains a nice look. The brass grip wire is original as well.
Reissued for Indian Wars use by the army, the scabbard has been nickel plated, with nearly all the original nickel remaining.
A super Roby saber, with a blade that would be hard to better.
